OVC Director
Plan is an international child - centered Development Organization whose mission is to achieve lasting improvements in the quality of life of deprived children through a process that unites people across cultures and adds meaning and value to their lives. Plan has been working in
Tanzania since 1991, supporting children and communities to gain better access to health, education, water, sanitation and hygiene, livelihoods and protection through five Country Programs. Plan works with children, their families and communities to implement programmes at grassroots level.
Plan International is seeking to recruit qualified applicants for the anticipated five-year $65 million USAID funded Caring for Children and Empowering Young People (C2EYP) project in Tanzania. This project will enable more Orphans and Vulnerable Children (OVC) to access services for improving health, nutrition, education, protection, livelihoods and psychosocial wellbeing. The project will build the capacity of caregivers to provide care and access to services for their children and young people. These positions are ,contingent upon award and approval of USAID.

Job Responsibilities:
The OVC Director will be responsible for the technical aspects of project implementation that relate to community and families, and ensure access to services for improving health, nutrition, education, protection, livelihoods and psychosocial wellbeing for OVC in Tanzania. S/he reports directly to the Chief of Party (COP) and will advise and support the COP in providing technical direction to project implementation and ensure the project meets stated goals, expected results and reporting requirements. She/he will take technical leadership role In coordination with GOT, local community organizations, and other partners. S/he will be knowledgeable about evidence- based and state-of-the-art social service delivery approaches.
Qualifications
At a minimum, a Master's Degree in social sciences or related field.
Eight years of experience implementing OVC programs in a development context, with five of these years in Sub-Saharan Africa, preferably Tanzania. During this period she/he should have been involved with social services and or public health project design, implementation, reporting and evaluation.
Experienced in addressing the challenges faced by children affected by HIV or otherwise living in adverse circumstances, as demonstrated by at least eight years of experience designing, implementing and managing large, complex projects involving multiple partners, in/for developing countries.
Five years demonstrated experience in managing, coordinating and supervising a team working with local community organizations, families and communities.
At least five years demonstrated skills in project design, implementation and reporting, preferably for USG funded programs.
Demonstrated ability to work effectively' with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level.
Professional level of oral and written fluency in English language
Strong writing skills about program activities, outcomes and impact.
Work experience in Tanzania highly preferred

Purpose of the Job
Collect, record (financial) data into systems, analyse, take appropriate actions in case of deviations, prepare the financial reports including HR and/or project related data to the donor and to SNV according the donor- and SNV project management- , accounting- and control framework policies and procedures and under guidance and directions of the Project Manager and/or Finance Officer in order to ensure full administrative compliance, data accessibility and accurate insights at any time for the relevant project(s)
Responsibilities
Finance project administration support
Familiarize with the project proposal budget, the translation to the relevant project document as per the project management procedures, all donor requirements, reporting dates & formats and SNV internal reporting requirements
Record financial transactions according to instructions of Project Manager, project management procedures and SNV accounting procedures, into the SNV financial administration system and identify and address any bottlenecks in processing
Monitor if all financial transactions are done according to donor and SNV authorizations and procedures, especially the procurement regulations
Follow up on project related receipts and payments, reconcile bank balances, prepare financial transactions and manage liquidity levels of the project, based on guidelines of the Donor, Finance Officer and SNV accounting procedures and internal control frameworks
Take care of petty cash and supplier payment in case project is based outside the SNV field office
Documentation
Assure that all supporting documents for donor reporting are made available according to donor requirements and as per project management procedures
Organize, document and archive relevant documentation, keep files complete and up to date and maintain quality and accessibility of archive and files, conform administrative procedures and filing procedures as laid down in ICF and local law/instructions
Human Resources Administration
Process the master data mutation forms; assist the PM in monitoring the monthly project time writing.
Assist the time registration of LCBs/consultants if required
General Support (if applicable/assigned)
Keep agenda’s up to date, arrange meetings and appointments, receive and answer phone calls and emails, draft correspondence, signal bottlenecks in planning and suggest solutions based on requests of team and agreed general support routines
Logistics Services (if applicable/assigned)
Make travel arrangement for project members, attend visitors, manage the project fleet, provide basic ICT support and arrange the project procurements based on the authorization, guidelines and with the approval of the Project Manager
Supervision/management of staff (if applicable/assigned)
Coordinate activities and distribute work over the project support staff members, coach and appraise own staff
Competencies Required

Candidate profile
Bachelors of Accounting or Finance while Master’s degree in Finance and Accounting and CPA will be an added advantage.
Proven track record in auditing especially of international organization.
Strong knowledge of the international organization and the developing world in Tanzania and/or Africa will be an added advantage;
Strong communication, reporting and applied analytic skills are required.
Experience in procurement management.
Contract Duration: Two (2 Years and 8 Months), with a possibility for extension.

It will provide funding for research to develop and improve vaccines utilizing the latest scientific tools, as well as for engineering and repurposing vaccines for multiple needs, settings and underserved markets, particularly targeting neglected diseases. It will fund innovations in product development and delivery, particularly through private sector collaboration, to bring newly developed and enhanced vaccines to market. And it will find ways for vaccines to be part of effective veterinary extension systems by catalysing the private and public institutions, markets and information systems that are necessary to manufacture, distribute, increase access and use vaccines as important tools in wider livestock health and productivity improvement programs in developing countries in Africa and Asia.

ORGANISATION
In Africa, millions of people survive by their livestock. yet veterinary care is often insufficiently available. When farmers lose their herds to disease, drought or conflict, they lose everything: their pride, their culture, their savings and their livelihood. By helping to care for livestock and improve production, the NGO Vétérinaires Sans Frontières Belgium supports local populations in their struggle against hunger and poverty. In the Great Lakes region, our programs focus on livestock dependent communities in Burundi, DR Congo, Kenya, Rwanda, Uganda and Tanzania.
PROJECT
The Maisha Bora Belgium Food Security Project is a 5 year project (2015-2019) in both Longido (Arusha region) and Simajiro districts (Manyara region) of Tanzania. It is to be financed by the Belgian Fund for Food Security.
The program is multi-sector approach with five partners (4 Belgium and UN WFP) designed to deliver three strategic outcomes and one supporting outcome. VSF Belgium will contribute to the livestock and development of livestock resources, while Ile De Paix will support development of water as a resource, TRIAS will facilitate the income diversification, and WFP will contribute to the Nutrition component. The Belgian Technical Cooperation will coordinate the program.
The project’s specific objective for VSF-Belgium will aim at households having their livestock livelihoods secured and benefiting more from livestock products. Two sub results are (1) equitable access and sustainable use of livestock resources securing a progressive form of pastoralism and (2) improved productivity and quality of animals and the safety of their products.
VSF-Belgium will implement the project in partnership with the local organization UCRT (Ujamaa Community Resource Team; www.ujamaa-crt.org).
THE ROLE
The Programme Manager manages the Maisha Bora Project in partnership with UCRT. He/she reports to the Regional Director for the Great Lakes Region.
RESPONSIBILITIES
Manage the Maisha Bora Project, in partnership with UCRT, in accordance with VSF’s strategies and approaches (i.a. partnership approach, and in close cooperation with the 4 other partners of the Maisha Bora program
Ensure that methodological and technical support to the project is given, that a monitoring and evaluation process is put in place and that knowledge/expertise is captured within the project and shared with teams in the country/region
Contribute to securing the co-financing funds for the program, taking into account global needs of VSF-Belgium for co-financing
Contribute to the development of the country/regional strategy of VSF-Belgium
Represent and promote VSF-B in the country
PROFILE
Education
Relevant advanced university degree; a degree in veterinary science, animal science or rural development is an advantage, but not essential
Knowledge and experience
At least 5 years of experience in management of development projects in Africa, preferably in the livestock and/or range management sector
Experience in working in pastoralist contexts
Experience in Project Cycle Management and Result Based Approach
Experience in working with local partners and in capacity building of local partners

Programme Officer
The Programme Support Unit for European Development Fund is established within the
External Finance Division of the Ministry of Finance. The main role of the Unit is to facilitate
effective and efficient implementation of the EU funded programmes in Tanzania. The Unit
is inviting applications from dynamic, energetic and proactive Tanzanians with required
academic qualifications and technical skills and experience to fill the Programme Officer post.
JOB PURPOSE
To facilitate efficient and effective implementation of the European Union funded rural
development programmes in Tanzania.
SUMMARY OF DUTIES AND RESPONSIBILITIES
Provide policy and strategic advice to the Head of Programmes on matters as
stipulated in the Cotonou Partnership Agreement, National Indicative Programme
and any other programme documents related to rural development;
Facilitate identification, formulation and implementation of European Union rural
development programmes;
Facilitate preparation and appraisal of tender,' contracts and riders in accordance to
EDF and EU regulations in collaboration with EU and implementing agencies;
Periodic report writing and updates
Execute periodic monitoring plans and facilitate conducting of tripartite quarterly and
annual joint reviews; -
Conduct regular training on EDFIEU rules and procedures for implementing agencies
as well as provide technical support; and
Undertake any other responsibilities as assigned by supervisors from time to time.
MINIMUM JOB REQUIREMENTS
Academic and Professional Qualification
Masters degree or post graduate in economics, development economics, rural
development or any other related field;
Work Experience
