We are looking for high calibre, results-oriented and experienced professionals to join our team in the positions detailed below.

Procurement Officers
We are looking to recruit 3 Procurement Officers who will be responsible for managing all aspects of procurement of goods and services, asset management and providing logistical support for all procurement operations.
S/he will ensure that procurement policies and procedures are consistently interpreted and implemented and that the quality of service delivery is consistent, efficient and responsive.
S/he will be expected to build strong relationships with internal and external stakeholders while ensuring that they' appreciate TMEA procurement policies and guidelines. In addition, the successful candidate will: ensure that the Contract Management System is used at all times and is the repository for all procurement information; maintain risk registers for assigned programme teams and ensure that potential risks are identified and measures implemented to minimise identified risks.

The ideal candidate will possess a first degree in procurement or a related field and CIPS qualification or equivalent. S/he will have at least 3 years' relevant work experience in a busy (and preferably development- oriented) work environment with specific experience in managing the diverse requirements of teams across georaphical boundaries

Essential Duties and Responsibilities:-
• Assist recording of items received in the store
• Assist recording of items issued to users departments/units
• Assist in preparing of all LPO’s issued on monthly basis
• Assist in recording of items dispatched to upcountry branches
• Assist in preparation of stores receipt vouchers
• Assist in issuing and dispatching of goods requested from upcountry branches
• Assisting Maintaining of stock level of goods
• Assist Preparation of order to replenish stock level
• Assist in identifying the absolute stock at the store
• Assist Handling correspondence from user department /units
• Assist in posting of stock issued to the ledger card/bin card
• Perform any other duties assigned by authority

AUTHOR I TY LEVELS

EXPERIENCE AND KNOWLEDGE REQUI R ED
Education: Holder of Ordinary Diploma in Materials Management /NBMM Professional Level I from a recognized Institution. Computer literacy is a must.
Experience: Experience of at least 5 years in the Banking sector and in a Procurement management role and Public Procurement experience is highly desirable.

REPORTING TO: MANAGER PROCUREMENT
DEPARTMENT: PROCUREMENT MANAGEMENT

POSITION OBJECTIVE
To procure (goods. works and services) in a transparent, objective, economic and
efficient manner, consistent with relevant policies. legislation, regulations and guidelines
in accordance to Public Procurement Act. 20.11 and any other local and International procurement guidelines.

KEY RESPONSIBILITIES
1. Supervises the consolidation of statements of requirements:
2. Administers the preparation and issuance of Standard Bidding Documents in line with the approved Annual Procurement Plan (APP) in accordance with PPA, 2011 and its Regulations of 2013;
3. Initiate timely preparation and. submission of responses to clarifications to ensure that bidders are consistently and sufficiently informed for timely preparation of responsive bids:
4. To coordinate advertisements of all tender opportunities executed under related sections;
5. Finalization of review of evaluation reports prior to submission to Tender Board to ensure that recommendations submitted are in line with PPA, 2011, its regulations and bidding documents governing the process;
6. To implement the decision of tender board;
7. To coordinate the preparation Tender Board deliberations to users to ensure that
Company's Business Units and branches are well informed on the outcome of Tender
Board adjudications to their requests;
8. Timely compilation of Weekly and Monthly procurement reports made under Sections;
9. Monitoring and Provision of Tender or request status at any given time whenever required to do so.

REQUIRED EDUCATION AND EXPERIENCE
• Bachelor's Degree/ Advance Diploma in Materials Management, Procurement,
Supplies or equivalent
• 0-1 year of experience.

REQUIRED SKILLS AND COMPETENCIES
• Good team player:
• Effective project management skills;
• Excellent communication and interpersonal skills;
• Pro-active and capable of delivering excellent results while working under pressure with tight deadlines;
• Competency in Information and Communication Technology (lCT) applications.
• Understanding of Public Procurement Act 2011 and its regulations 2013
