Economic Strengtherning Technical Director

Plan International is seeking to recruit qualified applicants for the anticipated five-year $65 million USAID funded Caring for Children and Empowering Young People (C2EYP) project in Tanzania. This project will enable more Orphans and Vulnerable Children (OVC) to access services for improving health, nutrition, education, protection, livelihoods and psychosocial wellbeing. The project will build the capacity of caregivers to provide care and access to services for their children and young people. These positions are ,contingent upon award and approval of USAID.

ECONOMIC STRENGTHERNING TECHNICAL DIRECTOR
Job Responsibilities:
The Economic Strengthening Technical Director will have responsibility for implementation of all activities associated with improving the economic stability of households caring for over and successful integration with other project interventions.
Qualifications and experience
Master's degree in social sciences or commerce, economics, business management and administration, or related field
At least 8 years of experience designing, implementing and managing household economic strengthening initiatives in/for developing countries.
Demonstrated ability to work effectively with government representatives, for profit private sector entities, local community organizations, donors and other stakeholder, particularly at the sub-national level.
Experience in leveraging public private partnerships.
Experience with USAID-funded projects (ideally, in a senior technical position) highly preferred.
Work experience in Tanzania highly preferred.

POSITION OBJECTIVE

KEY RESPONSIBILITIES:

EDUCATION AND EXPERIENCE

Job Description
This person will lead One Acre Fund's government relations and policy work in Dar and help grow the scope of our local government relations:
· National relationship management: The analyst will be responsible for maintaining existing government and policy relationships, making new contacts at the national level, and assessing future sectors of importance to One Acre Fund’s. They will host national-level officials for visits to our field operations and deliver high quality communications.
· Regulatory compliance: One Acre Fund requires multiple licenses and permits in order to conduct its work, and the analyst will own relationships with all key regulators. In several instances regulators require periodic reports which the analyst will coordinate. Further, the analyst will regularly assess operational plans and make recommendations on current and future compliance with laws and regulations.
· Anticipating risks to Tanzania field operations: The analyst will assess risks or changes in the operating environment that could negatively affect One Acre Fund's trials and field work and advise field leadership on strategic decisions.
· Local government relationships: The analyst will manage the work of our local government officers to maintain positive relationships at district and regional levels and help grow the team’s scope of work through strategic advice on local government relations work plans.
· Country-level and regional policy agenda research: The analyst will conduct research to support the creation of a well-informed policy agenda for our organisation in Tanzania and East Africa.
· Dar focal point: The analyst will oversee the setting up and management of a small office in Dar, acting as a resource for field-based colleagues.

Our work focuses on providing expertise in sexual and reproductive health, maternal newborn and child health, HIV and AIDS, citizen voice and accountability, gender, social inclusion and equity to enhance institutional effectiveness to support strengthening of health service delivery.
Role profile
Long-term post-holders are required for a programme of support in Tanzania by the UK Department for International Development (DFID) to: Reduce the number of stunted children by 7% (50,000) in the targeted regions of Tanzania within a period of 5 years. This programme is being tendered, and the post will be confirmed should the Save the Children led consortium be successful.
Project outcomes are:
Improved maternal, infant and young child feeding practices;
Enhanced quality of nutrition services through the health system;
Improved household access to diverse and nutrient rich foods through own production and purchased from the local market;
Improved multi-sectoral response to nutrition at sub-national levels (Agriculture, WASH, Health, Early Child Development (ECD), Community Development, Livelihoods).
The Local Government System Strengthening Advisor will be responsible for facilitating effective working by District Nutrition Officers (DNOs) across government ministries and local government authorities to achieve nutrition outcomes laid out in the National Nutrition Strategy. The focus of this role will be strengthening the role and capacity of DNOs in budgeting, planning and monitoring for improved nutrition, ensuring fit with national systems. The post holder will work closely with the Nutrition Adviser to ensure that planning, budgeting and monitoring is based on routine multi-sectoral collaboration between government bodies, creating/refining joint planning and budgeting tools and developing the capacity of managers to engage across government sectors and with civil society, private sector and development partners who can contribute to nutrition goals. This position will contribute to the capacity of the Republic of Tanzania to deliver essential nutrition-specific and sensitive interventions at scale in all the districts of five prioritised Regions.
The post-holder will work at national level based within the project office in Dar es Salaam with frequent travel to the regions.
Key responsibilities
· Assess current institutions, systems, mechanisms and tools for budgeting, planning and M&E at national (with the Institutional Strengthening Adviser and the Evidence and Research Adviser), regional and district levels.
· Develop constructive relationships with nutrition-related stakeholders and facilitate open and informed discussion between them for more coordinated planning and action
· Support the regional and district authorities to strengthen district level planning, budgeting and reporting for nutrition activities and results by the different sectors
· Support the regional authorities to set-up a peer review process for the multi-sectoral district plans and budgets
· With the Evidence and Research Adviser and the rest of the team, identify, digest and present current and emerging evidence (global and national) on the reduction of under nutrition and engage with senior government to help ensure policies and plans are shaped by evidence and influenced by multi-sectoral inputs
· Work with Evidence and Research Adviser to promote generation and sharing of evidence on the benefits of achieving nutrition goals through a multi-sectoral response
· Provide technical support to the project’s regional teams working on budgeting, planning and M&E

THE “SOCIAL, URBAN, RURAL AND RESILIENCE” (SURR) GLOBAL PRACTICE
Urbanization is occurring at an unprecedented pace. Cities generate 80% of global GDP and are key to job creation and the pursuit of shared prosperity. Yet one billion city residents live in slums today, and by 2030 one billion new migrants will arrive in cities. This concentration of people and assets will exacerbate risk exposure to adverse natural events and climate change, which affects the poor disproportionately. The absence of secure land tenure underpins deprivation and is a major source of conflict in the urban and rural space. One and a half billion people live in countries affected by repeated cycles of violence. In the absence of services, participative planning and responsive institutions, these trends will result in increased poverty, social exclusion, vulnerability and violence. Finally, avoiding a 4-degree warmer world requires drastically reducing the carbon footprint of cities.
Duties and Accountabilities:
General Roles and Responsibilities include:
• Carries out responsibilities for a variety of operational tasks, e.g. technical analyses, design of technical assistance interventions, participation in loan negotiations, etc.
• Employs appropriate methodologies for handling simple and complex procurement tasks and/or issues
• Participates in developing and implementing sector strategy and assists in country-specific policy work.

Specific Roles and Responsibilities:
• Provide direct social safeguard review and support to clients and Bank teams working on the Kenya portfolio. Where appropriate the Social Development Specialist may be asked to support task teams in other countries in the Country Management Unit.
• In particular, advise and guide Bank teams and client governments on the applicability of, and compliance with, Bank social safeguard policies; supervise and provide technical support to government project agencies on preparation and implementation of social safeguard components; formulate the necessary supporting documentation required internally by the Bank to process projects; and participate in periodic supervision to monitor and ensure compliance with safeguard policies throughout the project phases.

• As the safeguard work program permits, contribute to the Unit’s broader social development agenda, including social accountability, social inclusion, youth at risk, gender, and conflict.
• Travel in-country regularly to support the various lending operations as needed, and if required undertake some limited international travel within the Africa Region.
• The selected individual will report to the Unit’s Practice Manager. He/she will also be supervised, guided and mentored by the Senior Social Development Specialist in Nairobi, in addition to one of the Unit’s two Lead Social Development Specialists. He/she will be expected to work closely with environment safeguards colleagues working on the Kenya portfolio.
Desired Skills and Experience
• Master's degree with 5 years of experience, or equivalent combination of education and experience in a related social science (e.g., Sociology, Anthropology, Economics, Political Science)
• Knowledge of World Bank’s social safeguard policies on involuntary resettlement and indigenous peoples, as well as the ability to provide advice on social safeguards issues to task teams and clients. Related experience on issues of resettlement including land administration and management and its related compensatory issues, indigenous peoples, or public consultations.
• Demonstration, through written work and dialogue, of in-depth knowledge of social issues in Kenya.
• Proven capacity to translate analytical work into policy advice and operational, actionable, recommendations.
• Demonstrated skills and direct work experience with at least one or more of the following: public consultations; public hearings; participatory research methods (including observation, surveys); participatory rural and urban appraisal; participatory poverty assessments; participatory monitoring and evaluation; and grievance redress mechanisms.
• Proven capacity to work with a wide range of stakeholders, international organizations, development agencies, government counterparts, beneficiaries of Bank projects, and civil society organizations.
• Strong oral and written presentation skills, creativity and problem-solving skills. Outstanding interpersonal skills and demonstrated ability to work in multi-disciplinary teams and multicultural environments.
• Enthusiasm for, and commitment to, poverty alleviation, social development and addressing the needs of the most vulnerable.
• Excellent oral and written communications skills in English; knowledge of French and/or some local languages would be an advantage.
